No, your xmartO NVR does not require an internet connection to function. You can view live video and recordings locally by connecting the NVR to a TV or monitor. However, an internet connection is required if you wish to view your system remotely via the smartphone app or PC client.
By default, battery and solar-powered cameras are designed to record only motion-triggered events to conserve power. If continuous 24/7 recording is required, the cameras must be plugged into a constant power source (using a 5V phone charger) and the recording mode changed in the settings.
